School Bus First Scheme for 2026-27 校車優先計劃

Dear Parents,

As many of you will be very well aware, there are growing concerns over traffic congestion during school peak hours outside our school campuses. Vehicles idling or squeezing into limited spaces in the school's vicinity are worsening the air quality.A further issue is the large number of private cars double-parking along Somerset Road and Kent Road, primarily around kerbside pick-up / drop-off times. This heavy congestion is causing road safety hazards to our students, parents, pedestrians and other vehicles. Access of emergency vehicles into the neighbourhood has become extremely difficult.


For the health and safety of our students, we are committed to taking an active role in alleviating the traffic congestion in our neighbourhood. After carefully reviewing all available options, we have decided to continue, in this/coming academic year, requiring all new Primary students to take the school bus to and from school. Applications for exemption from taking the school bus will be considered by the School on a case-by-case basis. If no school bus coverage is available near your home, please return a School Bus First Programme Exemption Form to the School Office. Students will be granted an exemption from the School Bus First Programme upon receipt of the exemption request.


The intention of the School Bus First Programme is to reduce the number of private cars around the Kowloon Tong area and to offer an enduring solution to the traffic problems confronting our school community.


This will not only improve the safety of our students, parents and staff, but also promote environmental conservation and awareness, which Yew Chung greatly values. As an international school that commits to nurturing global citizens, it is our responsibility to nurture environmentally conscious behaviour in our students. YCIS is determined to go the extra mile and contribute to addressing the pollution problem, for the health and safety of our students and staff as well as the wider community. 親愛的家長：

相信諸位家長已留意到，在繁忙時段校舍外交通擁塞的情況，對本校構成的影響日益嚴重，情況令人擔憂。停泊於校園附近或擠進該區的車輛使空氣質素惡化，森麻實道及根德道一帶有大量私家車在雙線違例停泊，加上路邊的接送及上落客活動，對學生、家長、行人及其他車輛的安全構成威脅。當緊急服務車輛需要駛至附近時，更是十分困難。


為了學生的健康及安全着想，本校致力擔當積極角色，採取措施緩和交通擁塞對學校周遭和鄰舍構成的影響。仔細考慮各項方案後，本校將繼續於本/新學年要求所有新入學的小學部學生乘搭校車往返學校。所有要求豁免乘坐校車的申請將由校方審批，並只有在個別的特殊情況下豁免才會獲得批准。倘若閣下居所不在校車路線範圍之內，校車未能提供服務，請提交校車優先計劃豁免申請表，並交回校務處，學校收到豁免申請後，貴子女將會自動獲得豁免。


校車優先計劃的目的是為了減少九龍塘區一帶的私家車數目，為本校面對的交通問題帶來持久而有效的解決方法。此舉不僅對學生、家長及教職員的安全更有保障，還能進一步保護環境及提高環保意識，體現耀中十分重視的環保使命。作為一間培育環球公民的國際學校，我們肩負教育學生保護環境的責任，透過學校、學生及家長的共同努力，減輕空氣污染，締造更安全、更健康的環境。為着這個目標，學校將積極應對空氣污染及道路安全的問題。我們對閣下的支持和諒解由衷感激，並對閣下為改善學生環境所作出的貢獻致敬。

School Bus First Programme Agreement

Terms and Conditions of School Bus First Programme Agreement

 

  1. All new Primary students shall take school buses to and from school for the duration of their studies in Yew Chung International School (hereafter called 'the School') unless an exemption is granted and approved by the School in writing. The parent/guardian of the students fully understands and acknowledges that participation in the School Bus First Programme is a prerequisite for admission of the students to studies or continuation of studies in the School.

  2. Exemptions are granted only under very special circumstances subject to the review and final written approval of the School. Even if exemption is granted, this will be subject to such conditions as imposed by the School. Exemption is also subject to periodical review by the School, and parents shall fully cooperate with such review and provide such information as may be required. In the event of the School not being fully satisfied with the results of any review, the School may at its absolute discretion revoke or cancel such exemption without giving any reasons. Parents who wish to apply for an exemption shall complete and return the School Bus First Programme Exemption Form to the School Office. While pending formal approval or grant of exemption, students are required to take school buses to and from School.

  3. Situations in which students repeatedly miss the school bus (unless with an exemption) are not acceptable, and the School will contact the parent to discuss improvements to the situation. If the student still fails to comply with the School Bus First Programme Agreement, the enrolment status of the student will be jeopardised for the following school term or school year subject to the final decision of the School.

  4. The School Bus First Programme is nevertheless subject, from time to time, to the availability of the school bus provider and related services/routes or related requirements of the Transport Department, Education Bureau and other government authorities. If for any reason a school bus service is not available, the School shall incur no liability whatsoever, and no claims shall be made against the School in respect thereof. In these cases, exemptions may be sought from the School.

  5. Parents can directly contact the school bus service provider regarding the bus route coverage, pick up and drop off arrangement, bus fee and payments thereof, and the parents agree that personal data including student's name, address, contact telephone number, class, and time for attending to/from School will be provided to the bus service provider to facilitate operations of the School Bus First Programme.

  6. The School reserves full rights to amend, revise, add to or withdraw any of the terms and conditions without prior notice, and the parents/students shall be bound by these terms and conditions.

 

Upon signing the Acceptance of Offer, the parent/guardian acknowledges and agrees that the School Bus First Programme Agreement constitutes a valid agreement between Yew Chung International School -- Primary ("YCIS-PRI") and the parent/guardian, taking effect upon the student's official enrollment at YCIS-PRI.

《校車優先計劃協議》條款及條件

 

  1. 所有新入讀耀中國際學校（小學）（下稱「本校」）的學生須乘坐校車往返學校，惟獲本校書面批准授予豁免者除外。學生家長／監護人完全理解及接受參與校車優先計劃是學生入學或繼續在本校就讀的必要條件。

 

  1. 在非常特殊的情況下本校才會考慮豁免，並以本校的最後書面批准為準。即使獲得豁免，有關豁免仍將受本校所實施的某些條件限制。本校亦會定期檢討有關豁免，家長應全面配合，並在有需要時提供所需資料。倘本校並不完全滿意檢討的結果，本校有絕對權力在毋須任何理由的情況下撤銷或取消有關豁免。家長如欲申請豁免，應先填妥《校車優先計劃豁免表格》並交回校務處，在獲得正式批准或豁免前，學生須乘坐校車往返學校。

 

  1. 如學生持續沒有乘坐校車（獲豁免除外）往返學校，本校將不會接受有關情況並會與家長商討改善方案。如該學生仍未能遵守《校車優先計劃協議》的規定，將會影響該學生於下學期或下學年繼續就讀本校的權利，本校將保留最終決定權。

 

  1. 校車優先計劃的執行或會不時受制於校車服務供應商提供的服務／路線或運輸署、教育局及其他政府部門的相關規定。如因任何原因未能提供校車服務，家長可向本校提出豁免申請，本校毋須承擔任何責任，家長／學生不得就此向本校提出索償。

 

  1. 就校車路線、乘搭安排及其收費的詳情，家長可直接聯絡校車服務供應商，而家長同意將學生姓名、地址、聯絡電話號碼、班級及上學／下課時間等個人資料提供予校車服務供應商，以便安排校車服務。

  2. 本校保留全權可在毋須事先通知的情況下修訂、修改、增加或取消本協議任何條款及條件，家長／學生須遵守有關的條款及條件。

 

一經簽署《學位接納同意書》，家長／監護人即確認並同意《校車優先計劃協議》構成了耀中國際學校（小學）與該家長／監護人之間的一項有效協議，並於學生正式入讀本校時起生效。
